
Pine Walk, the specialist MGA platform of The Fidelis Partnership (TFP), has launched a new capital solutions business called Mezura Capital Partners.
Headquartered in Bermuda, Mezura Capital will focus on delivering strategic capital solutions and partnerships for insurers and reinsurers. Its offering will include, whole account solutions, structured casualty and specialty arrangements, and retrospective solutions, including combined prospective and retrospective covers.
The new business will be led by Shireen Gammoh as CEO, who joins from Howden Re, where she served as managing director in its Legacy & Structured Solutions team. Gammoh brings nearly two decades of experience across Bermuda, London and the US, with deep expertise in retrospective, structured reinsurance, and capital solutions, as well as alternative/ILS capital market solutions.
Prior to Howden Re, Gammoh was global head of Capital Advisory at Gallagher Re, and she has also held senior capital management positions at Flood Re and Canopius.
With the launch of Mezura Capital (subject to receipt of necessary regulatory approvals), Pine Walk has now established 17 businesses on its MGA platform. Founded in 2017, it provides custom underwriting, operational and regulatory frameworks to support specialist and innovative underwriting offerings. In 2025, Pine Walk grew its GWP to $1 billion.

The Fidelis Partnership’s two underwriting platforms, Fidelis Underwriting and Pine Walk, source and underwrite re/insurance risks across specialty, bespoke and reinsurance pillars. The Fidelis Partnership provides portfolio management services that include portfolio and capital optimization, exposure management, reinsurance purchasing and structuring, and claims handling.
The Fidelis Partnership is separately owned and managed from Fidelis Insurance Group (which on Feb. 25, 2026 announced plans to rebrand to Pelagos Insurance Capital Ltd.) The Fidelis Partnership’s investors include the TFP team, Capital Z, Travelers, Blackstone and Further Global, amongst others.
