BIG SANDY, Mont. — The emergency department at Big Sandy Medical Center is one room with a single curtain between two beds. It’s one of the many parts of the 25-bed rural hospital that need updating, former CEO Ron Wiens said. He said the hospital, an essential service in its namesake town of nearly 800 residents in the state’s sprawling north-central high plains, needs at least $1 million for deferred maintenance, including a failing HVAC system. But the facility has struggled to make payroll each month and can’t afford to make all the fixes, Wiens said. Built by farmers and…

The US Senate passed legislation early Friday to fund most of the Department of Homeland Security, forging a path to end a lengthy partial government shutdown that snarled airport security and threatened to ripple through an economy already roiled by the Iran war. The bill, which must still pass the House and be signed by President Donald Trump, marks an abrupt reversal for Republicans, who had blocked similar proposals backed by Democrats to partially fund the department for weeks. The legislation passed the Senate by voice vote. Democrats had previously offered to fund most of DHS with the exception of…

The federal Occupational Safety and Health Administration has proposed fines for two Georgia employers for failing to address safety violations that had exposed workers to noise and silica dust, which can cause severe respiratory illness. After a follow-up inspection, OSHA officials found that Stone Atlanta Countertops, in Cartersville, had repeat and serious violations, failing to protect workers and failing to develop respiratory protection programs, the agency said in a bulletin. The fine is almost $42,700. OSHA also cited GT Stone Granite for similar violations. The proposed fine is $73,600. The companies have 15 days to comply or contest the findings.…

The worst flooding to hit Hawaii in two decades has swept homes off their foundations, floated cars out of driveways and left floors, walls and counters covered in thick, reddish volcanic mud. Authorities said hundreds of homes had been damaged, along with some schools and a hospital. On Monday, new downpours set off a fresh round of flooding on Oahu’s south side while residents on the island’s North Shore cleaned up and assessed the destruction from last week’s torrents. No deaths have been reported, but more than 230 people had to be rescued. The National Weather Service said showers and…

Georgia wants to lower income taxes. Some of the world’s biggest companies are standing in the way. A state Senate bill that would all but exempt many lower- and middle-income earners from state income tax is stalling in the Georgia House, stymied by opposition from corporations that stand to lose billions in tax breaks. Both chambers of Georgia’s legislature are controlled by Republicans. The legislation, which passed Georgia’s upper chamber 32-18 last month, would cut the state’s flat income-tax rate for individuals and corporations from 5.19% to 4.99% starting this year. It would also exempt the first $50,000 of earnings…

Another line of argument was that applying the valuation section to repairs would create redundant language in the policy, effectively equating the value of damaged property, the cost of repair, and the cost of replacement. The court conceded the overlap but found it was a feature of the policy’s own language, not a reason to discard it. Insurance contracts, the court observed, are not strangers to overlapping terms.
