A licensed insurance agent in California has been charged with insurance fraud and premium theft, which was discovered during an investigation following the death of a student athlete.

Gonzalo Lorona, 58, of Oxnard, was charged with 37 felony counts, including insurance fraud and grand theft, following a California Department of Insurance investigation into allegations that he stole client premium payments and issued fraudulent insurance certificates leaving clients uninsured.

The CDI investigation began their investigation after a soccer player died following a fight during a game. The Ventura County School District reportedly discovered the certificate provided by the local soccer league was fake and the policy listed on the certificate issued by Lorona’s agency was nonexistent.

CDI investigators identified 13 fraudulent insurance certificates and found that from 2018 to 2024, Lorona allegedly stole more than $10,000 from five soccer league owners who believed they had valid coverage.

Lorona allegedly kept the money from clients and issued fake certificates instead of purchasing the policies.

The CDI has initiated action against Lorona’s insurance license. The case is being prosecuted by the Ventura County District Attorney’s Office.
